ISSUE:  Selection of The Sizemore Group to formulate concepts for the development of the Concord Road Corridor as identified   
 
BACKGROUND:  
 
Project Purpose: To formulate various development/land use concepts for the Concord Road Corridor in Smyrna, Georgia for consideration by Mayor and Council. Concept plans will assume a development scenario that can be initiated within a 36 month period.
 
Project Background: The widening of  Concord Road is funded through the 2011 SPLOST. It runs from the intersection of Atlanta Road and Concord Road west along the existing Concord Road to the intersection of South Cobb Drive and Concord Road. The road project length is 1.2 miles. The total project cost is $11.5 million and is scheduled for completion in Spring 2015.
 
In order to accommodate the improvements to Concord Road, it was necessary to acquire 23 parcels along the north side of the roadway. Once all of the road and its ancillary improvements are installed, there will be remnant parcels (as shown on the attached map) that have not been used for the road project and its related infrastructure.
 
Project Location: Along the north side of Concord Road with an approximate frontage of 1710 linear feet.  It encompasses approximately 3.34 acres subject to final survey.
 
Project Scope: The goal of this project is to formulate various land use concepts, utilizing the aforementioned remnant parcels, for the future development of the Concord Road Corridor. These concepts should not be limited by land use other than industrial, light manufacturing and warehousing which are not permitted.  The schedule for completing the conceptual activities will be within six (6) months from contract approval.
 
The concepts should consider:
 
Ø      land use compatibility
Ø      long term sustainability
Ø      environmental impacts  and sustainability
Ø      traffic impacts
Ø      market feasibility
Ø      financial feasibility
Ø      vehicular and pedestrian connectivity along the corridor and to adjacent neighborhoods
Ø      architectural compatibility
Ø      sensitive urban design
Ø      neighborhood compatibility
 
Although the formulation of specific development concepts will be limited to the parcels currently owned by the city along the corridor, an 'impact area" more comprehensive in scope should be considered.
 
Project Timeline:  The concept development project shall be completed no later than December 15, 2014.
 
Deliverables:  Deliverables should include, but are not limited to:
 
Ø      conceptual site plans
Ø      conceptual elevations  
Ø      conceptual perspectives
Ø      estimated construction and development costs
Ø      estimated tax revenue generation for each proposed concept
Ø      development process and critical path timeline
Ø      A public participation process that includes at least two public meetings
 
In order to provide a method by which the various concepts can be properly evaluated, an analysis tool should be formulated that allows an objective "grading and prioritizing" of the various concepts.
 
 
RECOMMENDATION/REQUESTED ACTION:  Staff recommends approval of The Sizemore Group as the consultant for the Concord Road Land Use Corridor Project.
