ISSUE AND BACKGROUND: Atkins Parks with Zucca and Redbird Events have successfully held 18 annual celebrations and in more years have produced multi-day celebrations around St. Patrick’s Day. The 2022 celebration days cover March 17, March 18 and March 19 (Thursday, Friday and Saturday) with setup taking place on the Wednesday prior (in the afternoon), streets opened up each evening until Noon on Thursday and Friday and prior to event start on Saturday (the all-day event day), and concluded with streets open and area cleaned by midnight on Saturday, March 19 for an open and clean area for Sunday, March 20.

• Thurs., March 17, 2022 - Streets close at Noon - event from 4:00 pm - 11:00 pm (outdoor music ending at 10:00 pm)
• Fri., March 18, 2022 - Streets close at Noon - event from 4:00 pm - 11:00 pm (outdoor music ending at 10:00 pm)
• Sat., March 19, 2022 - event from 11:00 am - 11:00 pm (outdoor music ending at 10:00 pm)
• Sun., March 20, 2022 - no event / event items being picked up or moved out of view
The site map indicates use of the traffic circle as well as portions of space outside all four lanes/entrance/exit for the fountain circle in the Market Village as well as use of the street and center landscape section along W Spring Street from the circle to the midsection at Café Lucia (see site map). Barricading will be used with preservation of access to businesses along W. Spring Street for pedestrians, but no vehicular traffic within the event space. A gate fee will be charged to cover costs of entertainment with a portion of proceeds specified for the charity of their choice. If weather conditions require, Red Bird Events may contract tents of size that will require inspection/approval through City staff.

The outdoor St. Patrick’s Day multi-day celebration features Irish fare and live music beginning in the afternoon and running through the evening of both Thursday, March 17th and Friday, March 18th with a full day of family fun Saturday, March 19th ending at 10:00 pm when music ends for the night. A portion of the proceeds will benefit the Leukemia & Lymphoma Society.
Barricades:
The barricades will be placed so access to all tenants aside from those presenting the event will be available to pedestrian traffic at all times, as in years past.

Alcohol/Sales & Controls:
Wine and Beer, Baileys & coffee, Plastic cups for all (no cans/bottles). Everyone gets carded with each and every purchase - in addition to wristbands at point of festival entry.
Signage: Temporary sign permit applications (for two signs) will be submitted upon event
approval.
Entertainment:
Games and activities for adults & children with live music outdoors, ending by 10:00 pm each evening.
Cleanup & Recycling:
Atkins Park & Zucca Pizzeria -Staff will be hired to clean the festival area and pick up large debris from the back parking lot(s).
Police:
Merchants will hire City of Smyrna Officer(s) as needed.
Alcohol Permits:
Both Atkins Park & Zucca to acquire proper permits from the State of Georgia.
Insurance:
Additional insured on merchant policies (Atkins Park and Zucca/Vintage Tavern for their areas - other merchants participating will be required to hold additional insured).
Temporary Structures:
Barricades, port-o-johns, Tents (as needed), Tables, and stage (music area), Inflatable's / Rides for family entertainment. A large tent structure is not anticipated at this time and will only be considered due to potential rain.
Advertising and Promotions:
Signage onsite, outdoor sign banners, cable, print advertising, social media, Email blasts, Brightside Paper-Ticket Alternative- Demographic range: 25 - 40, young professionals, adults,
families and singles. Draw from all over Cobb County but not limited to the Cobb area. Organizers are requesting special consideration for placement of a bridge banner on the Spring Rd bridge (a new sign will be produced) - as has been the practice granted by previous Mayor.

A site plan, as proposed, is provided.
Resident Contact and Support:
Organizer will manage parking and access. Organizing merchant(s) will contact the residents and provide notification(s). Noise levels to be managed and direction form City Staff/Police Department to be followed. Outdoor music is to end at 10:00 p.m. each evening.
RECOMMENDATION / REQUESTED ACTION: Authorize Atkins Park Tavern, Zucca and Redbird Events to conduct the 19th Annual St. Patrick’s Day Celebration and Festival with all specified cleanup, traffic control, resident access/notification and other event parameters as defined in the contained description(s) with cooperation with and/or direction from the City of Smyrna, the Smyrna Police Department and other City Departments as needed.
