ISSUE: Market Village merchants Atkins Park Tavern, and Vintage Tavern/Zucca approval to host 2nd Annual Tailgates & Touchdowns in the Market Village Saturday, Aug. 27, 2016, from 1:00 p.m. - 9:00 p.m.
Atkins Park Tavern requests street closing of the upper portion of the Market Village (West Spring Street) around the fountain area. Event set-up and street closings will occur 7:00 a.m. - 10:00 a.m. Saturday, Aug. 27 (event schedule listed under Background section). West Spring Street will reopen at the close of the event once all event equipment has been removed from the event site.
During the event, the West Spring Street (Market Village) will be closed to vehicle traffic with sidewalks throughout the Market Village remaining open to pedestrians. Market Village vehicle access and parking will be via Atlanta Road to the Village Pavilion complex and Church Street off Atlanta Road.

Street Closures: Market Village 10:00 am until completion of cleanup.
Activations:Concerts, live 680 broadcasts, sponsor booths, partner booths, vehicles on-site.
Street Sales: Free Entry for all.

Cleanup & Recycling: Merchants will assist the City of Smyrna with cleanup following the festival -we will hire people to clean festival area and pick up large debris from back parking lot.
Police: Merchants will hire City of Smyrna Officer(s) as needed
Health Permits: Merchants will orchestrate
Insurance: Additional insurance on merchant policies (Atkins Park and Zucca/Vintage Tavern for their areas - other merchants participating will be required to hold additional insurance)
Temporary Structures:

Brightside Paper-Ticket Alternative
Demographic range: 25 - 40, young professionals, adults, families and singles. Draw from all over Cobb County but not limited to the Cobb area.
Site Plan: Will work with City of Smyrna to determine and provide site plan
Resident Contact and Support: Manage Parking and access, organizing merchant(s), will contact the residents and provide copies of provided documentation and notification(s). Noise levels and end times will be agreed upon with the city through the festival permit process.
RECOMMENDATION/REQUESTED ACTION: Staff recommends approval of Tailgates & Touchdowns Saturday, Aug. 27, 2016, in the Market Village with requirement of organizers to hire specified number of police officers and work within City direction for adjustments to street closures, placement of event attractions, and traffic flow prior to, during and after event as well as any special instructions concerning event site and clean up that may include conduct of contracted items/attractions, as the City determines necessary.
Event organizers will be responsible for cleanup (including the parking lots adjacent to Atkins Park Tavern) and work with other merchants and residents in the Market Village regarding notification and resolution of issues relevant to the event. Resident and merchant notification should be at least 30 days in advance.
It is also noted that organizers will be responsible for complying with City directions regarding noise levels and crowd control relating to the event.
