Ashley Dr., Suite 400, Tampa,  FL. 33602 to conduct the Smyrna Transit Analysis and Feasibility Study allocated from Atlanta Regional Commission (ARC) grant amount of $300,000 for a total of $365,020 which includes city matching funds of $65,020 FY19 CIP and authorize the Mayor to execute all related documents.

ISSUE: Approval of the selection of Tindal Oliver as the consultant to undertake a a transit study that will provide an analysis and feasibility study addressing future transportation and land use issues and opportunities related to the potential development of transit systems serving the City of Smyrna and to authorize the Mayor, or his designee, to execute all appropriate agreements with Tindale Oliver, the Atlanta Regional Commission and other involved agencies necessary to conduct the study.

 

BACKGROUNDThe original grant application (the 2017 TIP Project Solicitation-Studies and Non-Capital Investment Application) was authorized for submittal to the Atlanta Regional Commission (ARC) by Mayor and Council in May 2017, and requested a grant of $400,000.  The City allocated the required match amount of $100,000 as a CIP budget item in the FY18 budget.  In December of 2017, the city was notified that the grant amount awarded was $300,000. This subsequently reduced the required match from the City from $100,000 to $75,000.

 

The final FY19 budgeted amount for the Transit Analysis and Feasibility Study (TAFS) is $75,000. The total amount allocated (grant+match) for the TAFS is $375,000.

 

Due to funding delays at the Georgia Department of Transportation the Subgrant Agreement was not officially forwarded to the City until February 2019.  Because of this delay the matching funds were subsequently rolled over into the FY18 and FY19 budgets respectively.

 

Once the Subgrant Agreement with the ARC was executed earlier this year (the fully executed Subgrant Agreement between ARC and Smyrna is attached)  a Request for Proposal (RFP) was issued for the purpose of selecting a qualified consultant/consulting team to conduct the analysis and feasibility study. The RFP process has been successfully completed according to City policy.

 

Five (5) consulting teams (AECOM, FourSquare, Gresham Smith, Nelson Nygaard and Tindale Oliver) submitted proposals that qualified under the City’s RFP requirements. The proposals were reviewed, evaluated and ranked by the proposal review team and a short list of three (3) consulting teams was established.

 

The shortlisted consulting teams (AECOM, Gresham Smith and Tindale Oliver) participated in a formal interview process conducted by the proposal review team. Based on a thorough evaluation of the final three (3) written proposals and in-depth interviews with each of the shortlisted consulting teams, a final ranking of the consultants were established (see the attached ranking matrix).

 

The Tindale Oliver team (Tindale Oliver, VHB and Sycamore Consulting) received the highest combined (written proposal + interview) ranking.  The Purchasing Department recommendation is attached.

 

The contract amount is $365,020. It is anticipated that the study will take approximately ten (10) to twelve (12) months to complete.

 

The consultant contract will not be executed until it is reviewed and approved by the Atlanta Regional Commission and the City of Smyrna. Once the contract is officially approved by Mayor and Council and executed by the Mayor, a Notice to Proceed will be issued and the consultant will initiate the study process.

 

A Notice to Proceed date has not been finalized.

 

RECOMMENDATION/REQUESTED ACTION:   It is recommended that Mayor and Council approve the Tindale Oliver consulting team to conduct the Smyrna Transit Analysis and Feasibility Study, instruct City staff to proceed with the balance of the contract process, and authorize the Mayor or his designee to execute the contract and other related documents on behalf of the City of Smyrna.
