Authorize JRM Management to conduct and manage alcohol sales at the Spring Jonquil Festival taking place on Saturday, April 23, 2022 and Sunday, April 24, 2022 with active times on each day as follows: Saturday, April 23 from 10:00 am until 6:00 pm and Sunday, April 24 from noon until 5:00 pm, and authorize the Mayor to sign and execute all related documents.

ISSUE AND BACKGROUND:
Prior approval is in place for the 2022 Spring Jonquil Festival with approved street closings under the management of JRM Management. There has been and is a need for event alcohol sales management within the approved event space. JRM Management has made the request, and upon review of the request, approval is recommended.
The downtown area will experience street closings beginning Friday, April 22, 2022 (beginning at 12:00 pm EST) as setup for the annual Spring Jonquil Festival begins. Street closings for the annual 2022 Spring Jonquil Festival include the entirety of the downtown area around City Hall (King Street which may include up to Church, but may terminate at Stephens - including closing of access to the parking lot adjacent to the Dentist office at the intersection of King Street and Stephens Street), the Market Village (leaving access for residents and businesses), Bank Street and the Village Walk (street behind City Hall), and approach roads that include some unspecified lengths of adjoining streets as needed for logistics and traffic management. Streets and general access to the area is restricted, and the streets are to remain closed from the beginning of setup until event breakdown. City staff will open streets following the close of the last day of the event/festival when it is clear and safe to open the streets.
RECOMMENDATION / REQUESTED ACTION: Staff recommends approval for JRM Management to operate alcohol sales in conjunction with the Spring Jonquil Festival 2022 taking place on Saturday, April 23 and Sunday, April 24 and authorize the Mayor to sign and execute any related documents.
