Body

ISSUEOrganizer is seeking approval for use of park property for a Chili Cookoff event benefiting the City of Smyrna Fire Department. No street closings are requested and no tent structures of a size requiring permitting are proposed. Use of park is similar to a previously proposed and approved event. Because there is not a mechanism or existing policy for alcohol permitting of this type on park properties and this request is counter to existing policies, it is considered a special request, requiring Council approval. Applicant will not sell alcohol on park property, but is requesting that event attendees be able to lawfully purchase beer dispensed from keggs from two beer stands and Reformation airstream in plastic cups only and be allowed to carry into the park for the duration of the specified event.

 

BACKGROUNDAn event of this type with similar alcohol sales and carry permissions was previously approved and took place without incident. Details of the request and event description follow:

Event Date/Time:

Saturday, October 20, 2018 1:00pm-6:00pm

Set-up to begin Saturday morning 10:00am

Breakdown and clean up completed at end of event.

 

Donation:

A portion of proceeds to the City of Smyrna Fire Department as a thank you for the excellent and selfless service they provide.

 

Alcohol & Sales Controls:

Bracelets will be used to identify 21 & up for alcohol purchases.

Kegged beer to be poured at two beer stands and Reformation airstream in plastic cups only. Regular restaurant food/alcohol sales with food in paper trays and alcohol in plastic cups able to carry in park.

 

Signage:

Banner on rooftop bar railing facing Concord Road for one week prior to event.

 

Entertainment:

Local band to be determined. Family friendly yard games and activities.

 

Cleanup & Recycling:

Wade’s staff will be responsible for park cleanup at end of event. Activities provided by Wade’s will conclude at 6:00pm. Breakdown and clean-up/recycling will be completed no later than 8:30pm.

 

Alcohol Permits:

Wade’s has pour permits for restaurant. Requesting approval to carry beverages in the park sold from restaurant-plastic cups only.

 

Police/Fire:

Wade’s will contact Police and Fire Department to notify of and hire City of Smyrna Officer(s) as needed. We invite the Fire Department to have a presence and interact in the event as the beneficiary.

 

Insurance:

Insurance covered by Wade’s business policy.

 

Temporary Structures:

Tables provided by Wade’s for each participant. Individuals invited to set up personal pop-up tents.

 

Advertising:

In-house print and social media.

 

Site Plan:

Will work with City of Smyrna to determine and provide a site plan.

 

Resident Contact and Support:

Managing parking and access, organizing invitees and activities. Notifying neighborhood of event and point of contact with questions. Noise levels for music to be adjusted as needed and/or at the request of City officials with residential comfort considerations observed at all times

 

RECOMMENDATION/REQUESTED ACTIONStaff recommends approval of the special request for event attendees to lawfully purchase beer on restaurant property regulated by Wade's Fine Eatery Good Time Emporium existing pouring license and allow event attendees to carry purchased drinks in plastic cups into the designated event area for the duration of the event.
