ISSUE AND BACKGROUND

The City of Smyrna 150th Birthday Celebration that includes with a concert featuring national acts Toad the Wet Sprocket and headliner TRAIN in a free concert along with a Culture & Spirit festival during the day that rolls into the main concert - all concludes with a Fireworks display - and takes place during one day on Saturday, October 8, 2022. Setup begins for the downtown area streets as early as on Friday, October 7  by noon with closing of Atlanta Road between Church Street and Powder Springs as early as 6:00 pm on Friday, October 7, 2022. Breakdown following all activities concludes into early hours of Sunday, October 9, 2022 with some assets removals extending into Monday, October 10. All of downtown streets that constitute the footprint for multiple events held in the downtown in 2022 will need to close for setup and for the duration of the activities and through breakdown of all event area(s) at various times but all fall generally within starting at noon on Friday, October 8 and releasing in the early morning hours of Sunday, October 9, 2022. Additionally, Atlanta Road will need to be closed in varying stages from Atlanta Road at Church Street extending down to Powder Springs with an additional potential safety zone establishment from Church Street at the Atlanta Road at Concord/Spring at Atlanta Road intersection at some point before or at the start of activities on the main stage on Atlanta Road to satisfy safety objectives.

 

Streets to be included in the closure/traffic/security plan for the 150th Birthday and Culture & Spirit Festival for 2022 include, but are not limited to:  Atlanta Road with adjoining access points from Power Springs to Concord/Spring intersection, Church Road from Atlanta Road to King Street, King Street at Stephens Street to Bank Street, Bank Street from King to Village Walk (leaving Village Walk that runs behind City Hall open as well as Stephens Street in both directions open with King at Stephens Street to Church and then to Concord Road open for vehicle traffic. (Note: at the discretion of the Smyrna Police Department, vehicle access to downtown streets in the immediate area of the event/activities, may be adjusted as conditions require.) For the Fireworks display setup and show execution, a fallout zone will be marked with access during live hours to be restricted along Powder Springs and in the area of the Arboretum and portions of the Smyrna Library parking lot. All normal parking areas under ownership of the City of Smyrna, with the exception of the on-street parking spaces along King Street between Stephens and Bank and within the Market Village along W. Spring Street in the area of City Hall (approx. 45-50 spaces) along with the added pedestrian zone expected to be designated for the Pavilion merchants parking area and connections to the Market Village corridor, will remain open and available Handicap parking is to be moved from the Library lot to the lot tiers behind City Hall. W. Spring Street - the Market Village - is to be closed to vehicle traffic for the purpose of the Culture & Spirit Festival and the Birthday Celebration activities on Atlanta Road as the functional festival and stage areas near City Hall and Atlanta Road are closed and vehicles are vacated prior to setup for all area.
