Approval of extension of work hours from 7:00 a.m. to 9:00 p.m. on Monday through Friday and Saturday from 9:00 a.m. to 9:00 p.m. from June 7, 2020 to July 31, 2021 for Carroll Daniel Construction for an interior renovations at Campbell High School. No construction will occur on Sundays.

ISSUE AND BACKGROUND

Carroll Daniel Construction is requesting a variance from the provisions of the Noise Ordinance from June 7, 2021 to July 31, 2021 for the completion of an extensive interior renovation at Campbell High School. The variance request includes the following:

 

                     Extension of work hours from 7:00 a.m. to 9:00 p.m. on Monday through Saturday and Sunday from 9:00 a.m. to 5:00 p.m. from July 7, 2020 to July 31, 2021 for the completion of interior renovation.

 

The proposed work hours would amount to twenty-eight additional work hours per week. The hours break down as follows: three additional hours per day Monday to Friday, five additional hours on Saturday and eight additional hours on Sunday.

 

The permitted project is an interior renovation to a large portion of the school that fronts on Ward Street and Powder Springs Street. The contractors will be demolishing the interior of the building within the next two weeks. The demolition period will require several deliveries and pick-ups of roll off dumpsters throughout the day. Once the demolition is complete, the remainder of the work will be completed within the building with occasional material and equipment deliveries. The contractor is asking for the extended work hours due to the tight project timeline and due to the delays caused by the pandemic that has led to labor shortages, material shortages and transportation issues.

 

RECOMMENDATION / REQUESTED ACTION

Community Development has reviewed the request for extended work hours and does not recommend the extension as requested by the Contractor, but does recommend extended work hours from June 7th to July 31st as follows:

 

                     Monday through Saturday - 7 a.m. to 9 p.m.

                     Saturday - 9 a.m. to 9 p.m.

                     Sunday - No work

 

The staff proposed hours will provide three additional hours of work per day from Monday to Saturday. The hours will be on the back half of the day when surrounding residential properties are still active. The extension will amount to eighteen total hours per week (or an extra day and seven hours per week). Community Development recommends approval of the staff’s recommended work hour extension.
