ISSUE: Approval of Mayor and Council to execute contract with Market Street Services, Inc. for Visioning Initiative. The contract amount is $130,000 with a $10,000 contingency for a total budget request of $140,000.
BACKGROUND: The Mayor and Council have indicated need to engage in an initiative to formulate a long term, holistic vision for the City of Smyrna. In order to accomplish this a budget has been established to hire a consultant to assist the city in engaging the public and facilitating a process that addresses the various opportunities, challenges and issues that will face the City of Smyrna over the next decade. The final product will be a document that identifies these challenges and opportunities and spells out a realistic and fiscally responsible strategy for addressing theses opportunities, challenges and issues. This final product will be a document that will be utilized to inform the employees, the elected and the appointed officials of the City of Smyrna regarding their actions and decisions related to a wide range of issues that are under the purview and responsibility of the City of Smyrna.
The City of Smyrna Purchasing Department went through a Request for Qualifications process to solicit qualified firms to submit their professional qualifications to the Visioning Committee of the Mayor and Council.
Seven firms submitted their professional qualifications; three firms were shortlisted and invited to make verbal presentations to the Visioning Committee. Those three finalists were then requested to submit a price for services. Two firms submitted.
Market Street Services, Inc. was selected by the Visioning Committee as the most qualified and as submitting the most competitively priced proposal. The Visioning Committee voted to recommend Market Street Services, Inc. to the the full Mayor and Council for their approval.
RECOMMENDATION/REQUESTED ACTION: Mayor to execute contract with Market Street Services, Inc. for the Smyrna Visioning Initiative.
