Approval of Village to Village 11K road race to be held Sat., Nov. 15, 2014

ISSUE: Bill Monahan with Zone5Events, a race management company, has requested approval for the Village to Village 11K to be held in Smyrna Sat., Nov. 15, 2014, starting at 8:00 a.m. and ending by 9:45 a.m. This is the second year Zone5Events (Bill Monahan) is requesting the event to be held in the city of Smyrna--inaugural race held in November 2013. A portion of the race proceeds from the event will benefit the Smyrna Public Safety Foundation.
BACKGROUND: The staging for all of the pre/post-race activities would be from the corner of King Street and Bank Street up to and around the roundabout in front of the community center and library. Also, Village Green Circle SE from Atlanta Road up to and around the roundabout would need to be used as well for the start and finish of the race. We would ask for the streets mentioned to be closed off during the duration of the event. The staging area will consist of the start/finish line, vendor tents/booths, porta-potties, announcer/deejay, refreshments and awards ceremony. The beginning time and end time would be around 5:00 a.m. for initial setup until 10:45 a.m. for breakdown and cleanup.
The event will be staged at the Village Green by the community center and Smyrna Public Library. The race course would consist of the following: The start of the race would begin at or very close to the roundabout by the community center and library. Participants would turn right onto Atlanta Road running all the way down to the West Village and turning right onto West Atlanta Road going around another roundabout and turning back onto Atlanta Road and heading back to the starting point, which now is the finish line at the community center.
We {Zone5Events/ Bill Monahan} have spoken with the Smyrna Police Department (Sgt. Ken Owen) and Cobb County Police Department (Sgt. John Largent) about this plan and they are on board with what we have presented. Both have specifically told us that they can control the traffic, intersections and any and all side streets to make this race safe and manageable without any issues. The police department instructed us to submit a proposal to the City of Smyrna for approval upon completion of the meeting. As well the police and our company feel having an early start time will benefit as traffic is very low and most businesses are closed at this time of the day.
All of the surrounding businesses will be approached and asked to become involved as potential sponsors or partners of the event. Our
{Zone5Events / Bill Monahan} goal is to get as many local entities to support and benefit from the event. All neighborhoods and surrounding
residences would be notified of the race well in advance through various resources.
Parking for the participants would be in the surrounding lots around the Village Green. We {Zone5Events/Bill Monahan} will speak
directly to all of the proper personnel of these establishments to ensure we can use their parking lots. Some of the bigger churches
in the immediate area should be able to support all of the vehicles with their granted permission.
Safety for the event will be the upmost priority of our {Zone5Events / Bill Monahan} staff. All measures and recommendations of both police
departments and the City of Smyrna will be put into effect to make the event 100%safe. This will include but not limited to directional signs, cones, volunteers, safety personnel and a strict time limit on the race.
All trash cleanup will be performed by volunteers and staff members. We {Zone5Events/Bill Monahan} also plan on reaching out and
working with Keep Smyrna Beautiful on the recycling items from the race as well. The trash and recycling will be taken to the proper
facilities after the race is over. The staging area for the event will be left in the same manner as it was prior to the event.
RECOMMENDATION/REQUESTED ACTION: Staff recommends approval.
