ISSUE:  Eligibility clarification
 
BACKGROUND:  Prior to the overall update/revision of the Personnel Policies, all city employees served a 1-year new hire working test (probation) period. Upon completion, employees were then considered "regular" employees. During the updates, the new hirie working test period was revised to a 6-month period for general employees and remained 1 year for uncertified police and fire employees.
 
To be eligible to participate in the two policies listed, employees had to be "regular, fulltime employees", which meant they completed 1 year of fulltime service. When the policies were updated, the intent was to keep the eligibility waiting period 1 year. However, eligibility statement in the policies were not changed to clearly reflect a 1-year waiting period. Policies could be interpreted to allow employees to receive benefits after just 6 months of service.
 
This agenda item is to modify the policies to clearly state the eligibility period requirements.
