Approve retroactively the road closure of Millwood Trail at the Entrance of Heritage at Vinings October 31, 2018 from 6:00 PM - 9:00 PM

ISSUE: Heritage at Vinings neighborhood has experienced a significant increase in visitor vehicular traffic in recent years during the busy trick or treat hours on Halloween. The HOA and neighbors are ever concerned about pedestrian and child safety due to the extra traffic. The road closure request is aimed at ensuring child safety while still welcoming visitors to park in the visitor lot or elsewhere and walk into the neighborhood. Road closure request is 6pm-9pm.
HOA has agreed to Smyrna Police Department restrictions as follows: Smyrna Police Department will not verify identification or man barricades. Neighborhood must be able to provide barricades and be able to move them in emergency situations.
