ISSUE AND BACKGROUND:
Per the request of the City of Smyrna, Tetra Tech (Tt) has prepared the following scope of services to assist the City in compliance with the Environmental Protection Agency’s (EPA) Unregulated Contaminant Monitoring Rule Round #5 (UCMR5). EPA published the final rule detailing the requirements on December 27, 2021 which established a new list of contaminants that need to be monitored and the conditions of that monitoring. The City of Smyrna falls into the Public Water System (PWS) category of serving greater than 10,000 persons. This category, along with letters sent by both EPA and the Georgia Department of Natural Resources, states that the City needs to participate in Assessment Monitoring for Contaminants identified under UCMR5. UCMR5 specifies monitoring is to occur at 1 location, four (4) times for a 12-month consecutive period occurring three months apart between January 2023 and December 2025.
A budget for this scope of services was prepared based on two items 1) Tt labor and 2) laboratory expenses. Labor costs are defined below and laboratory costs are attached as a quote from Eurofins-Eaton Analytical LLC to provide a total cost below.
