Approval of modification to Personnel Policy EMP 7-0 Overtime and Compensatory Time and authorize Mayor to sign related document

Body
ISSUE:  Modification changing FLSA overtime calculation period from 28 days to 14 days for Fire Department

BACKGROUND:  The City's previous policy regarding the calculation of overtime for Fire personnel was based on a FLSA 28-day period (212 hours). FLSA allows for a 14-day (106 hour) period for Fire and Police. Because the City's current timekeeping system is not able to calculate OT on a 28-day cycle, the recommendation in May was to modify the policy to the 14-day (106 hour) cycle. This change caused a significant increase in overtime costs as more people were eligible for OT during each pay period. The recommendation is to revert back to the previous policy.  In addition, staff will begin exploring other options to rectify issues with the timekeeping system.
