ISSUE: Award RFP 16-017 Spring Road Widening to the lowest bidder Baldwin Paving Company for the Base Bid amount of $4,557,598.79 and authorize the Mayor to execute any related documents.
BACKGROUND: Public works requested bids for the Spring Road Widening Project which includes additional lanes, medians, sidewalk/trail improvements and 4 traffic signal upgrades. The project limits are from Cobb Parkway to Woodruff Drive and a portion of the Cumberland Blvd approach to Spring Road. This project is designed to improve vehicular and pedestrian movement through the corridor and includes a Cobb County Project to upgrade the signal timing using a SCATS intelligent traffic management system from Cobb Parkway through Jonquil Drive. An alternate bid was requested form the vendors to provide upgrades to 6 additional signalized intersections along the corridor to decorative mast arm and strain poles. After review of the vendors alternate proposals staff and Croy Engineering have determined this to be cost prohibitive. Three vendors submitted bids as follows:
