ISSUE: Approval of the selection of Tindal Oliver as the consultant to undertake a a transit study that will provide an analysis and feasibility study addressing future transportation and land use issues and opportunities related to the potential development of transit systems serving the City of Smyrna and to authorize the Mayor, or his designee, to execute all appropriate agreements with Tindale Oliver, the Atlanta Regional Commission and other involved agencies necessary to conduct the study.

BACKGROUND: The original grant application (the 2017 TIP Project Solicitation-Studies and Non-Capital Investment Application) was authorized for submittal to the Atlanta Regional Commission (ARC) by Mayor and Council in May 2017, and requested a grant of $400,000. The City allocated the required match amount of $100,000 as a CIP budget item in the FY18 budget. In December of 2017, the city was notified that the grant amount awarded was $300,000. This subsequently reduced the required match from the City from $100,000 to $75,000.

The final FY19 budgeted amount for the Transit Analysis and Feasibility Study (TAFS) is $75,000. The total amount allocated (grant+match) for the TAFS is $375,000.

Due to funding delays at the Georgia Department of Transportation the Subgrant Agreement was not officially forwarded to the City until February 2019. Because of this delay the matching funds were subsequently rolled over into the FY18 and FY19 budgets respectively.
