ISSUE AND BACKGROUND:
October 28, 2022, the Character Parade will begin and end at the Belmont Hills Elementary School campus. Students from Belmont Hills Elementary School will dress as their favorite storybook character. The school's administration will parade the children through the school campus, then onto Glendale Place eastbound for approximately 272 feet (from the west entrance), and back onto the main entrance. There will be between 200-300 students involved, along with the entire school administrative staff acting as guides. The Character Parade will conclude at approximately 9:20 AM.
Students will assemble on the campus of Belmont Hills on the south side of the building. At 9:00 AM, school administration will move students towards the west entrance, east towards the east entrance, then back onto the main campus.
The portion of Glendale Place to be closed will be barricaded using police vehicles and monitored by three police department officers. School Administration has completed the event permit application process and received the requisite approval from Police and City Administration.
RECOMMENDATION / REQUESTED ACTION: Police Department and City Administration recommend approval to allow Belmont Hills Elementary School to host a Character Parade on October 28, 2022 from 9:00 - 9:20 AM using a partial closure of Glendale Place and requests authorization from Mayor and Council.
