ISSUE: Organizer is seeking approval for use of park property for a Chili Cookoff event benefiting the City of Smyrna Fire Department. No street closings are requested and no tent structures of a size requiring permitting are proposed. Use of park is similar to a previously proposed and approved event. Because there is not a mechanism or existing policy for alcohol permitting of this type on park properties and this request is counter to existing policies, it is considered a special request, requiring Council approval. Applicant will not sell alcohol on park property, but is requesting that event attendees be able to lawfully purchase beer dispensed from keggs from two beer stands and Reformation airstream in plastic cups only and be allowed to carry into the park for the duration of the specified event.

BACKGROUND: An event of this type with similar alcohol sales and carry permissions was previously approved and took place without incident. Details of the request and event description follow:
