Authorize the closing of downtown streets (managed by Smyrna PD) for the purpose of setup, facilitation and breakdown of the new Culture & Spirit Festival along with the 150th Birthday Celebration with Fireworks display to be held on Saturday, October 8, 2022 from 11:00 am until 10:00 pm with setup beginning as early as needed around City Hall and the Market Village - along with assets delivery and placement along various corridors - on Friday, October 7 and breakdown and removal of assets to begin at the conclusion of the festivities on Saturday, October 8 - streets opened early Sunday, October 9 am - with some assets to be collected on Monday, October 10 within open parking lots and along open roadways.

ISSUE AND BACKGROUND:
The City of Smyrna 150th Birthday Celebration that includes with a concert featuring national acts Toad the Wet Sprocket and headliner TRAIN in a free concert along with a Culture & Spirit festival during the day that rolls into the main concert - all concludes with a Fireworks display - and takes place during one day on Saturday, October 8, 2022. Setup begins for the downtown area streets as early as on Friday, October 7 by noon with closing of Atlanta Road between Church Street and Powder Springs as early as 6:00 pm on Friday, October 7, 2022. Breakdown following all activities concludes into early hours of Sunday, October 9, 2022 with some assets removals extending into Monday, October 10. All of downtown streets that constitute the footprint for multiple events held in the downtown in 2022 will need to close for setup and for the duration of the activities and through breakdown of all event area(s) at various times but all fall generally within starting at noon on Friday, October 8 and releasing in the early morning hours of Sunday, October 9, 2022.
