Approval to allocate funds for purchase of E911 voice recorder

ISSUE: The Smyrna E-911 center is currently using a VoicePrint version 2.8 audio recorder for use in recording both telephone and radio audio. We are required to record and archive this information for 3 years to be in compliance with open records requirements. The VoicePrint voice recorder has had multiple issues over the past few months and we have been unsuccessful in restoring full functionality to the recorder. Furthermore, the voice recorder is operating off of the Windows XP platform and is not upgradeable to the Windows 7 platform.
BACKGROUND: The VoicePrint voice recorder currently in use (version2.8) is approximately 11 years old. The server and software is not compatible with Windows 7 operating system. Over the past 6 months, the voice recorder has experienced numerous unexplained malfunctions which come and go. The recorder currently is not recording the ANI/ALI (caller descriptors) from the 911 lines. Diversified Electronics as well as the City of Smyrna IT department have been unsuccessful in repairing the issue. The current VoicePrint version is version 5.0.
RECOMMENDATION/REQUESTED ACTION: Staff recommends approval
