ISSUE:  Halpern Enterprises has requested that the City execute a Quit Claim Deed to assist in clarifying the title for a tract of land that is between the City right of way for Spring Road and property owned by Halpern.  The City does not have nor claim title to this property and the property is not needed for present or future right of way.  The property in question is primarily a steep downward slope from the edge of the required right of way to the Halpern tract.
