Title
Award RFP 15-011 to the lowest responsive bidder, AT&T, for E911 Next Generation VoIP Phone system for the amount of $186,386.00
Body
ISSUE: The current Zetron analog E911 phone system is 11 years old and parts are no longer available.
BACKGROUND: Currently, it is not possible (absent saving every extension in the city) to transfer calls from the E911 center to a city extension without dialing a 10-digit number. Both Cobb County E911 and the City of Atlanta E911 are using the Intrado VIPER phone system with success. AT&T (our current vendor) recommends upgrading or replacing 911 phone systems on a 5-7 year interval due to technology advances and parts availability. Further background, the City of Smyrna E-911 Center has requested the ability to accept text to 911 capabilities and we are currently receiving the texts over the TTY lines. By receiving the texts through TTY, we do not have the ability to transfer the text conversations to other PSAPs. By introducing an i3 Next Generation phone system, we will have the ability to transfer the conversations to other PSAPs utilizing next generation i3 technology. $210,000 was budgeted for this project in the FY 15 budget.
