ISSUE AND BACKGROUND: 

A commercial building permit has been issued at 685 Smyrna Hill Drive for the construction of a new 62-unit, 4-story independent senior housing building called the Wilshire Apartments. The total estimated cost of the project is $9,569,409 and Prestwick Construction Company is listed as the general contractor for the project.
