ISSUE: Propose to amend the Regulation of Conduct in City Parks to allow alcoholic beverages at city sanctioned functions.  
 
BACKGROUND: Alcohol is not permitted in city parks except at closed, indoor functions. At closed functions, renters are issued an alcohol permit which is associated with a fee and the provision of law enforcement. Outside and on park grounds, alcohol is not permitted. At City events, however, the consumption of alcohol has become a normal practice.  It is therefore recommended that specific outdoor, public events be identified by Mayor and Council where an exception by ordinance will allow public consumption.  Concerts, festivals, and Food Truck Tuesday, are examples of events and functions where consumption be permitted under a new City Sanctioned Event definition.
 
 
RECOMMENDATION/REQUESTED ACTION:  The code addition in the Alcoholic Beverages definitions section and Regulation of conduct in the parks section are recommended so that the public be permitted the opportunity to consume at City sanctioned events and, so that practices and policy are in line.
 
 Requested Action:  Discuss the new City Sanctioned Event definition and change to the Regulation of conduct in parks section so that alcohol may be consumed at specific events.
