ISSUE AND BACKGROUND:
As traffic patterns change over time, the coordinated signals along the City's primary corridors periodically need to be reprogrammed to optimize the traffic control and minimize delay. Kimley Horn has provided a cost proposal to evaluate current traffic volumes at 34 signalized intersections along Atlanta Road, Spring & Concord Roads, and SR280/South Cobb Drive between Windy Hill Road and Concord Road. They will then prepare a signal timing phasing and progression plan based on the current traffic volumes, and will implement this programming and verify performance with a "before and after" analysis to quantify the cost-benefit analysis for the new timings.

Kimley Horn was the only responsive response we received. Other firms we have contacted to request proposals from cited lack of resources available to perform the exercise or a conflict of interest because of existing commitments with Georgia DOT as part of the SigOps program. Georgia DOT was not able to perform this task as part of the SigOps program because of the number of signals in this project; it would be disproportionate in allocation of funding and services to local municipalities. SigOps is performing the software conversion for 22 of the signals in the city from TACTICS to MaxView/MaxTime at no cost to the City.
