ISSUE:  A budget amendment is necessary for staff merit increases to be effective 1/2/2017.

BACKGROUND:  Staff are scheduled to receive merit increases Jan. 2, 2017. A budget amendment of up to $270,000 from general fund contingency is needed for this increase. Applicable taxes are included in the total.
