ISSUE:Reject all bids for RFP 18-009 Sewer Sub Basin 3 Rehabilitation and authorize the re-bid of this project.
BACKGROUND: Public Works requested bids for the rehabilitation of the sewer outfall main in Sub Basin 3. The original hydraulic model for the basin flow and basin loading was based upon post recession data and non-water conservation sewer flows. The hydraulic model has been revised and run with new data indicating that now a majority of the project can be rehabilitated using the Cured in Place pipe lining process verses a total dig and replace process. These revised construction processes are anticipated to bring this project into the original cost estimates and satisfy the goals of the project.
RECOMMENDATION/REQUESTED ACTION: Public Works and Croy Engineering recommend the rejection of bid RFP 18-009 Sewer Sub Basin 3 Rehabilitation and request the authorization to re-bid this project based upon revised modeling and design.
