Authorization to pass along credit card processing fees to the customer effective July 1, 2019 in coordination with the Fiscal Year (FY) 2020 budget.

ISSUE:
The City currently passes along processing fees when customers pay online but not when they pay fees in person.
BACKGROUND:
The City currently accepts online payments through several platforms for various City services. When customers pay online, the City passes along the fees associated with these transactions. For these same services and some additional services, the City accepts payments in person and does not pass along the processing fees. We would like Council to consider passing on these fees no matter the method in which the customer makes payment.
This issue was brought to the Finance and Administration committee for consideration a few months ago. All members were in agreement that these fees should be passed on to the customer and wanted to bring it to the full Council for approval.
RECOMMENDATION/REQUESTED ACTION: Recommend the authorization to pass along credit card processing fees to the customer for all transactions.
