ISSUE: In 2007, Cobb County and its municipalities entered into a User's Agreement that defined the costs and responsibilities of the County and Users to operate on the 800 MHz public safety radio system The Agreement was amended in 2015 and is set to expire between 2020 and 2025, depending on the individual agency. By executing the amended and restated license agreement dated October 1, 2018, the City will continue on the Cobb 800 MHz public safety radio system without interruption and set all users with the same terms.

$1,612,633.66 ($457,941.37 from Cobb County SPLOST and $1,154,692.29 from Smyrna E-911 Fund). All user agencies will be billed according to the contract for these services. All costs are accounted for in the individual Maintenence contracts.

BACKGROUND: From 2016-2017, Cobb County began negotiating new multiple year agreements for annual maintenance; the System Upgrade Agreement (SUA II) and Migration Assistance Program (MAP) were designed to keep the 800 MHz Radio System at an optimal operating level thru 2027. These agreements were approved in 2018, changing the method of cost reimbursement as defined in the earlier documents to a more manageable model that allows for the forecasting of the annual costs to each agency over the entire contract period (see attachment "System Users Fee Workbook"). In addition, the new agreement aligns all of the Users to the same contract expiration date instead of the current individual dates.
