Approval to award RFP 20-014 Speed Detection Camera System for School Zones to Redspeed to install and maintain School Zone Speed Enforcement Cameras.

ISSUE: In July of 2019. the Georgia legislature passed GA Code 40-14-18 titled Enforcement of speed limit in school zones with recorded images; civil monetary penalty; vehicle registration and transfer of title restrictions for failure to pay penalty. This law now gives municipalities across Georgia the ability to enforcement vehicular speed limits inside of school zones by utilizing cameras in an attempt to change driving behavior while traveling through school zones thus causing a greater number of drivers to comply with the school zone speed limit. Through meetings with citizens, first hand accounts of violations within our school zones, and incidents of recent traffic accidents within or very near to school zones, it has become apparent that increased enforcement within some of our school zones is needed.

BACKGROUND: For quite sometime, our citizens have raised concerns with both the City of Smyrna and the Cobb County School Board about the safety of our children while walking or biking to and from school. The City of Smyrna Police Department have both observed and worked enforcement within some of our school zones and have witnessed countless speed and other violations within these school zones. In an effort to bring a greater number of drivers into compliance with the speed limit within our 4-laned school zones, it became necessary to research technologies that are available to assist law enforcement in this endeavor. As a result of the Georgia legislators passing into law Ga Code 40-14-18, RFP 20-014 was issued and the RFP evaluation committee chose RedSpeed to install, service, and maintain school zone speed enforcement cameras in the City's three multi-lane school zones.
