Approval of a mid-year budget amendment to reallocate CIP funding.

ISSUE:
In the adoption of the FY 2019 budget, Council approved funding for two projects. We are asking to reallocate those funds.
BACKGROUND: In the FY 2019 budget a CIP project was approved in the amount of $30K to renovate a portion of FS #4. Little to no work has been done on that project and FD and Buildings and Grounds are asking to reallocate the funds to complete work at FS# 3 that is more urgent. The roof at FS# 3 needs to be repaired since leaks are causing mold to become an issue.
Also in FY 2019, a CIP project was approved in the amount of $130K to resurface the parking lot at PD. PD and Buildings and Grounds are asking include tree removal work and fencing with the project. The tree work is needed since tree roots are causing cracking and buckling of the asphalt. Fencing is necessary to secure the employee parking at PD. According to estimates provided they should be able to complete all the wok necessary within the adopted budget.
RECOMMENDATION/REQUESTED ACTION:
Recommended approval to reallocate project funding for these two projects.
